Delivery to an Address That Isn't on the Map: Pickup Points, Geolocation and the Phone Call

When the address field cannot describe where you are, the fix is not a longer description — it is a named collection point, a coordinate that can be read aloud, and a number that gets answered.

If the destination has no street address a carrier's system recognises, stop trying to describe it better. Replace the description with three things a driver can act on: a named node on the carrier's own network to deliver into, a coordinate pair that can be read aloud over a voice call, and a phone number that will be answered on the delivery day. Free-text description is the weakest of the three and the only one the checkout form actually asks for.

This is not a workaround. It is what an address is. ISO 19160-1:2015 defines a conceptual model for address information in which lifecycle, metadata and address aliases are part of the model itself — an address is an identifier some authority assigned to an addressable object and continues to maintain [3]. The assigning and the maintaining are the address; the printable string is a by-product. Where nobody assigned and nobody maintains, there is nothing to write down, and a paragraph of landmarks pasted into a one-line field is not a register.

Why the address field fails, in the terms the standards use

ISO 19160-4 specifies international postal address components at three hierarchical levels — elements such as organization name or postcode, constructs such as organization identification, and segments such as addressee specification — plus a formal template language for expressing a country's address templates so software can process them [4]. A checkout form is one of those templates with a country's practice compiled into it. When the real local practice is "name the neighbourhood, then call the recipient", no element holds that, the field degrades to free text, and nothing downstream validates it. The order is accepted, the label prints, and the failure surfaces two thousand kilometres later.

The deficit behind that is a public-works deficit, not a data-entry one. The World Bank's street addressing manual documents addressing as a municipal programme — surveying, naming, numbering, signage, and a register somebody is funded to keep current — with worked implementations across Burkina Faso, Cameroon, Guinea, Mali, Mauritania, Mozambique, Niger, Senegal, Benin, Rwanda, Djibouti, Togo and Côte d'Ivoire, tied to municipal services, tax rolls and land tenure [5]. Where that programme never ran, or ran once and was not maintained, no register stands behind the street name the form invites you to type. Typing one anyway produces an address that looks valid and resolves to nothing.

Is it true that four billion people have no address?

You will meet this figure in every logistics pitch deck, sourced to the Universal Postal Union's white paper "Addressing the world – An address for everyone" [1]. It is not what the paper says. MIT Technology Review appended a correction to its own use of the number, recording that according to Patricia Vivas of the UPU the white paper stated that four billion people are excluded from the rule of law and that one of the reasons is a lack of proper addressing — and that there are no exact figures for how many people are unaddressed, though on her experience she estimates it is in the billions [2].

The distinction is worth more than the statistic. Nobody has measured the deficit, so no carrier network has been sized against a real number and no national programme has a denominator to report progress against. Plan your receiving from your own delivery history instead — how many consignments arrived first time, how many needed a call, how many were held and for how long. Three shipments of your own tell you more about your last mile than any global estimate.

What a digital address code actually gives you

Several countries have tried to solve this by generating addresses algorithmically instead of surveying them. Ghana's National Digital Property Address System, launched in October 2017 alongside the country's postal codes, divides the national territory into a grid of five-metre squares and issues each square a code built from a two-letter region and district prefix, a district identifier and a grid number. Every square gets an address whether or not anything stands on it — which removes the surveying cost, and with it the register.

The published evaluation is candid. Kubuga and colleagues applied a design–reality gap analysis and found that nearly six years into implementation the announced goals were not evidently met, that adoption and usage by individuals and businesses remained low, and that the policy lacked an explicitly designated agency responsible for coordinating, monitoring and evaluating it [6]. A generated code is not an adopted code. If the courier's dispatch software has no field for it and the driver has never used one, the code exists and the address still does not.

Kenya has taken the slower route. The Communications Authority of Kenya describes the National Addressing System as a framework for naming and numbering streets and numbering properties such as buildings and parcels of land, so a dwelling or parcel can be located on the ground [7]. That is the World Bank model, and it arrives county by county. Assume partial coverage in any given town until you have evidence otherwise.

So treat a digital code as a coordinate with a friendlier label, and be clear about what it does not carry:

  • Acceptance. Whether the carrier's system has a field that stores the code and a driver app that shows it — most international waybill formats do not, and the code lands in a comments box.
  • Access. A five-metre square is a point, not a premises. It says nothing about which gate opens, which floor, whether the last stretch is passable in the rains, or whether a vehicle can turn.
  • Authority. It does not say who may sign — the question that decides whether a consignment is handed over or taken away again.

Deliver to a node, not to a place

The reliable move is to stop nominating a location in the world and nominate a node inside the carrier's network instead: a branch counter, an agent or partner retail point, an institutional receiving bay with published hours. A node already has an identifier in the dispatch system, a person accountable for it, opening hours, and somewhere to put a parcel that is not the floor of a van. A described location has none of those, and each one you would otherwise reconstruct by telephone at the moment of delivery.

For choosing between a designated postal operator and a private carrier there is one non-marketing source. The UPU's Integrated Index for Postal Development scores each country's postal network from 0 to 100 across reliability, reach, relevance and resilience, built from postal tracking data, official statistics spanning more than a hundred indicators and UPU surveys; the 2024 edition ranked 174 countries [8]. Read reliability and reach as separate answers: a network can touch every district and still be slow, and a fast one can stop at the provincial capital.

The counter option looks like a downgrade and is usually an upgrade. You trade a doorstep for a known holding place, a named signature and a collection you control the timing of — which is exactly the trade you want when the alternative is an unrecorded round trip through a depot in the hot part of the afternoon, hours in which temperature and elapsed time between them decide which bonds and residues give way first.

The phone call is part of the address

Every courier network operating across the region resolves address ambiguity the same way: the driver calls. The number is therefore not contact metadata attached to the address — across much of the continent it is the address's resolution mechanism, and often the only waybill field that reliably works. Treat it with the seriousness you would give a postcode.

Design the call for the lowest common denominator, not for your own handset. GSMA Intelligence reports mobile internet penetration in sub-Saharan Africa at 27 per cent at the end of 2023, with smartphone ownership at roughly a quarter of the population [9]. "Share your live location" and "send a pin" are mechanisms available to a minority of the people who might answer on either end of that call. Voice and SMS are what survive, which means your coordinate has to be speakable and writable, not tappable.

  • Give a number that reaches someone physically able to receive the consignment, not whoever placed the order from another city.
  • Give a second number for a different person at the same site. One number is a single point of failure, and phones run flat where mains power does.
  • Make both reachable across the carrier's delivery window rather than your office hours — many networks run well outside them.
  • Write the coordinate as decimal degrees to five places, roughly metre resolution, and be ready to read it digit by digit over a bad line.
  • Pair it with one landmark a driver in that town already knows — a filling station, a market, a named junction — not three only a neighbour would recognise.
  • Answer unknown numbers on the days a consignment is in country. That habit prevents more re-attempts than any amount of address text.

A failed attempt is an unlogged storage event

This is where a mapping problem becomes a material-integrity problem. The WHO's model guidance for the storage and transport of time- and temperature-sensitive products sets out the principal requirements for safe storage and distribution, drawn from existing regulation and international best practice, for regulators, logisticians and professionals in industry and government [10]. Its governing idea is that responsibility and control must be defined continuously across the whole distribution path, including at every handover — and a failed delivery attempt is a handover that did not happen, into a holding step nobody specified. That is exactly the step the procedure for judging a warm leg once the parcel is in front of you is built to resolve, and it cannot resolve a hold nobody logged.

In practice the consignment goes back to a depot chosen for vehicle access rather than for holding conditions, sits for an interval that appears on no document, and is loaded again the next working day — or the one after, if a public holiday intervenes. In a hot-climate operating context that is frequently the harshest leg of the journey and always the least documented one. It is also caused entirely by the address field, which is why addressing belongs in a storage cluster at all.

So instrument it. Put a data logger inside the parcel and read it at the counter, not at the bench. Record every delivery attempt and its date alongside the batch and consignment identifiers a receiving record should already carry, because the gap between the first attempt and the successful one is the interval you have no other evidence about. And do not read the tracking status "delivered" as receipt: a signature at a gatehouse is a handover to a security cabin, which is an ambient storage location with no procedure behind it. Receipt is when a named person on your side holds the consignment and has read the logger.

What to actually put in the field

Assemble it the way a dispatch system consumes it — identifier first, description last — and give the same information twice, once in the structured fields and once in the delivery instructions, because different carriers surface different fields to the driver [4].

  1. The recipient's legal name exactly as the identity document shown at collection spells it. A mismatch is refused at the counter however good the address is.
  2. The node: the carrier's branch, agent point or institution, named as that carrier names it, with its own reference where one exists.
  3. The town and administrative region, spelled as the destination country's post spells them, not as your supplier's system autocompletes them.
  4. The national digital or postal code where one exists and the carrier accepts it — and in the instructions field too, since many international waybills have nowhere else to keep it [6][7].
  5. Decimal-degree coordinates, written out in full, in the instructions field.
  6. Two phone numbers in full international format, each labelled with the name it reaches.
  7. One landmark and one access note: which gate, which hours, whether a large vehicle can reach it.

Be honest about what remains unsolved. None of this makes an unaddressed location addressable — that needs a municipal programme and a maintained register, a decade of public investment rather than a checkout field [5]. What it does is stop the consignment depending on the one part of the system that is missing. The address stops being the thing that has to work; the node, the coordinate and the call carry it instead.
